The reality: Real meter readers don’t collect money. They read meters and leave. Billing adjustments are processed through official channels, never door-to-door cash collection.
Variant 2: The Overdue Bill Threat
The setup: Scammers target recent arrivals who may not understand Vietnamese billing cycles.
The trap: Present a bill showing months of “overdue” payments with threats of immediate disconnection and “legal fees.”
The psychology: Expats, fearing visa complications or rental issues, panic-pay to “resolve” the situation quickly.
The reality: EVN provides multiple notices before disconnection and never threatens immediate legal action at the door.
Variant 3: The “Upgraded” Service Scam
The setup: Scammers claim your building or area is getting “upgraded electrical service” and require an upfront “installation fee.”
The trap: Relatively small amount ($100-200) seems plausible for service improvement.
The reality: No upgrade exists. Real infrastructure work is announced through official channels, not door-to-door.
If an agent pressures you into a 'holding deposit' before you've even seen the inside of the apartment, walk away immediately. It's the oldest trick in the rental playbook.
