Warning: Sophisticated utility bill scams where fraudsters pose as EVN electricity or water company workers, collecting cash payments for fake bills or overcharging.

Variant 1: The Fake Meter Reader

The setup: Someone in uniform claims to be conducting “routine meter inspection” or “urgent billing correction.”

The trap: They point to your meter, claim it’s running fast, and demand immediate payment for “excess usage” they just “discovered.”

The reality: Real meter readers don’t collect money. They read meters and leave. Billing adjustments are processed through official channels, never door-to-door cash collection.


Variant 2: The Overdue Bill Threat

The setup: Scammers target recent arrivals who may not understand Vietnamese billing cycles.

The trap: Present a bill showing months of “overdue” payments with threats of immediate disconnection and “legal fees.”

The psychology: Expats, fearing visa complications or rental issues, panic-pay to “resolve” the situation quickly.

The reality: EVN provides multiple notices before disconnection and never threatens immediate legal action at the door.


Variant 3: The “Upgraded” Service Scam

The setup: Scammers claim your building or area is getting “upgraded electrical service” and require an upfront “installation fee.”

The trap: Relatively small amount ($100-200) seems plausible for service improvement.

The reality: No upgrade exists. Real infrastructure work is announced through official channels, not door-to-door.

The Real EVN Process

  1. Meter reading: Monthly (or bi-monthly) by official meter reader
  2. Bill delivery: Via mail, email, or EVN app
  3. Payment period: Typically 15-30 days from billing date
  4. Late notices: Written warning before any disconnection
  5. Disconnection: Only after multiple missed payments + formal notice
  6. Payment methods: Bank transfer, EVN app, authorized payment points — NOT cash at door

EVN never:

  • Demands immediate cash payment
  • Threatens same-day disconnection
  • Accepts payment to personal accounts
  • Requires payment for “inspections” or “upgrades”

Warning Signs: Spotting Fake Utility Workers

The uniform test

Check the details:

  • Real EVN uniforms have specific color schemes (blue/white)
  • Logo should be embroidered, not printed
  • Uniform should fit properly (fakes often ill-fitting)
  • ID badge should be laminated with photo, name, employee number

If unsure: Ask to see ID and tell them you’ll verify with EVN hotline before any payment. Real workers will wait; scammers will pressure or leave.

Real EVN bills have:

  • Specific bill format with EVN letterhead
  • Your correct customer number (check against previous bills)
  • Meter reading dates that align with your usage
  • Official EVN bank account for payment
  • EVN customer service phone numbers

Fake bills often have:

  • Generic formatting or wrong logos
  • Inflated amounts vs. your normal usage
  • Unusual payment instructions
  • Spelling errors or poor Vietnamese

The payment demand

Critical rule: EVN does not accept cash payments at your door.

Legitimate payment methods:

  • Bank transfer to official EVN account
  • EVN mobile app payment
  • Authorized payment collection points (convenience stores, etc.)
  • EVN customer service centers

Never pay:

  • Cash to someone at your door
  • To personal bank accounts
  • Via unmarked envelopes
  • Under pressure of immediate consequences


What to Do If Targeted

If at your door right now:

  1. Don’t open fully — Use door chain or speak through closed door
  2. Ask for ID — Request official EVN photo identification
  3. Take photo — If they show ID, photograph it (if safe)
  4. Verify — Tell them you’ll call EVN hotline 1900-1288 to verify
  5. Don’t pay — Refuse any cash payment demand
  6. Document — Note description, time, any vehicle details
  7. Report — Contact building security and police

If you already paid:

  3. Document everything — Receipts, description, timeline
  4. Notify bank — If transferred to account (though likely untraceable)
